I have seen & experienced in Delhi that about 90 % follow the rules religiously, but it is remaining 10% ,which pose a question mark.I have seen and experienced that these 10% pose real threat to observance of rules in Delhi.People would shamelessly jump the queue and if some one tells them to behave, they get offended.
Education is very important input. Whereever you are, please see to it that your friend,neighbour,colleague,boss,subordinate, son .daughter or any relative does not behave in an undisciplined manner. Observing queue discipline is very important.
Teach them rules,teach them behaviour, teach them discipline.
I am sure all such efforts will start paying sooner than later.
